Step 1 :
Sieve milk powder and cocoa powder and keep it aside.
Step 2 :
Heat water and sugar in a vessel and bring to a boil.
Step 3 :
Reduce the flame and continue cooking it till the syrup reaches a one string consistency.
Step 4 :
Add butter and mix well till it melts and blends with the sugar syrup.
Step 5 :
Add the cocoa-milk powder mixture a few tbsp at a time and mix well.
Step 6 :
Grease a cake tin and pour the mixture into it. Smoothen the top with a spatula and allow it to set for 10-15 minutes at room temperature.
Step 7 :
Place it in the fridge for 10-15 minutes. Remove it from fridge and use a cookie cutter to cut it into desired shapes.
