The Chia seeds aren't properly swelling up and expanding. They say that happens due to expired or stale seeds that were not stored properly. Please try other brands and avoid this.

I stockpiled on this thinking it was the best deal ever. Now I know I made a BIG mistake. So much sand and it’s easily visible just in the process of sedimentation. Soak some chia at the bottom there is sand. If you chew on the chia instead of swallowing it, you will feel the sand particles. Don’t take my word for it, test it out. This also makes me wonder about the big basket organic brand. I tried winnowing it and it reduces some of the sand. Not the best though.
